The
Concerted Action Plan to Prevent and Counter Bullying and Cyberbullying 2020-2025. “Working Together Toward a Society Free of Bullying” was launched on February 23, 2021. The Ministère de la Famille thus continues to coordinate the fight against bullying and ensure the implementation of measures targeting the population at large.
To make Québec a place where bullying is not accepted and where caring behaviours are valued, the Action Plan invites all citizens and organizations to do their part to help prevent and counter this phenomenon.
The work involved in developing the Action Plan was coordinated by the Ministère de la Famille with the following government departments and agencies participating:
- Ministère de la Justice
- Directeur des poursuites criminelles et pénales
- Ministère de la Santé et des Services sociaux et Secrétariat aux aînés
- Ministère de la Sécurité publique
- Ministère de l’Éducation et Secrétariat à la condition féminine
- Ministère de l’Enseignement supérieur
- Ministère de l’Immigration, de la Francisation et de l’Intégration
- Ministère des Affaires municipales et de l'Habitation
- Secrétariat à la communication gouvernementale, Secrétariat à la jeunesse et Secrétariat aux affaires autochtones
- Ministère du Travail, de l'Emploi et de la Solidarité sociale
- Commission des normes, de l'équité, de la santé et de la sécurité du travail
- Office des personnes handicapées du Québec
The Action Plan was developed jointly with all parliamentary groups in the National Assembly. It is based on the extensive public consultations on bullying carried out by the Government of Québec in fall 2019 and winter 2020.
