In 2014, the Gouvernement du Québec undertook a review of the conditions regarding the creation of reduced-contribution spaces. It thus intends to ensure more optimum use of the spaces already available, reassess the needs and reduce the costs of creation of reduced-contribution spaces.
To achieve these goals, the Ministère de la Famille proposes the following measures:
- pursue the creation of new spaces for projects currently under construction or for which a contract has already been signed with a contractor;
- favour local partnerships in the development of subsidized childcare services;
- ask the childcare centres (CPE) to opt for leasing instead of the construction or purchase of new buildings;
- review the Infrastructure Funding Program (IFP) of the childcare centres (CPE) to request a capital contribution of 50%.
Certain measures envisioned do not require an amendment to the Educational Childcare Act. The Ministère de la Famille intends to apply these measures gradually.
Other measures necessitate an amendment to the Educational Childcare Act. Before applying them, the usual legislative process must be followed.
